point of knowing my officers, and of utilising their services

as much as possible: it made them take a more intelligent interest in their work, it developed their knowledge, and it was a source of satisfaction to them to know that the Chief

Justice could depend on them when he wanted their services. I said that I had pursued this course during my official career, and had found it successful, and for the general good of the

service.

At the close of the interview I was under

the impression that my views were shared by His Excellency. It has therefore been a great disappointment to find that they are not, and that it is necessary to refer the question to the Secretary of State. I much regret to be compelled to draw special attention to the attitude of the Colonial Secretary in the matter. It was not that loyal behaviour which one Head of Department has a right to expect from another. After the very frank explanation of my views to His Excellency in the presence of the Colonial Secretary I should have been content with the slightest possible intimation that His Excellency disapproved of his conduct. But so far as I have been able to gather His Excellency does not disapprove. I therefore cannot exclude this question from the general one now under submission to the Secretary of State. I have now the honour to repeat a suggestion which I have put forward for His Excellency's consideration.

I think that the senior Deputy Registrar should be a fixed appointment, as the Registrar himself. The important nature of the duties performed by the senior officers of the Registry are so well--known to the Secretary of State that I need not dwell on them. It will be sufficient I think to point out that the work of the Registry has increased consider- -ably during the last 3 years, as the Tables already forwarded to the Secretary of State show. The work is not of the kind which can be picked up quickly, but - in taxation especially requires both experience and legal training. Much of it must depend on precedent, and these can only be stored in the memory. Personally I think the whole of the effective staff of a
